烏龜猫狗 is predicting the future as it is fact - we call that hallucinations. He forgets the reality that 龜 is now 144. 兔 is now 18. 烏龜猫狗 can criticize the shortage of medical staff of 兔 and forgets the poisonous drugs and generally much inferior healthcare system of 龜.

if place 18th is so bad, place 144th must be terrible.
